Yes, multiple occurrences of 70%, for -40 damage on each success.
A change from DotA.
I build 2 of these on most Str heroes. a lot of Hp early to mid games is needed to tank a tower for a short duration. At the start (5v5) 2 250 sheilds and some runes.
